Orrick, Herrington & Sutcliffe is padding its white-collar and government investigations team, as the firm expects heightened regulatory risk and enforcement related to health care fraud in the coming years.

The firm said Monday it added former federal prosecutor Franklin Monsour to its New York office. Monsour was most recently a partner at Squire Patton Boggs. He was previously an assistant U.S. attorney in the Southern District of Florida, where he negotiated more than $100 million in civil settlements, including an $80 million drug diversion case.
