In 2020, Connecticut passed an ambitious brownfield clean up law, Public Act 20-09, to much fanfare but now, over three years later, the public has yet to see a draft of regulations required to implement the new law.

A long delay, likely to grow much longer, unnecessarily postpones environmental and economic development benefits of the legislative changes and leaves many transactions in a state of limbo waiting for the improved program. The process needs more active leadership by the Commissioners of the Department of Economic Development and the Department Energy and Environmental Protection to shepherd through key regulatory priorities.
