PUC properly held that it had no authority over the transfer of "partial rights" to operate a taxi in Philadelphia because the Philadelphia Parking Authority had complete authority over taxi companies providing service within the city and had exclusive authority to grant, deny or impose conditions on the transfer of the portion of operational rights within the city. Affirmed.

After a law pertaining to a fee structure imposed on the taxicab industry was declared unconstitutional, the city parking authority was required to give retroactive notices to class members and provide the opportunity for a hearing. Class members were not entitled to completely avoid the fees for the period during which the unconstitutional law was in effect.

"I recognize that I am recused for my entire time as general counsel, if I am confirmed, from all aspects of Takata recalls," Bradbury said. He reported earning nearly $1.15 million from Dechert between January 2016 and May 2017.

The plaintiff taxi cab operators sufficiently alleged claims under the U.S. Constitution's equal protection and takings clauses where they claimed the Philadelphia Parking Authority engaged in disparate treatment by heavily regulating traditional taxis while failing to regulate transport network companies such as Uber and Lyft and asserted that taxi operators had a property right in their medallions. The court denied in part defendants' motion to dismiss.

On Nov. 19, 2013, at about 5 p.m., plaintiff Francisco Ramos-Becerra, 44, a landscaper, was in the bed of his Ford pickup truck on the shoulder of Interstate 81, in Guildford Township. He was refilling his pickup with fuel. While he was doing so, he was rear-ended by the cab of a truck, which was being driven without its trailer. The cab had veered off the road and struck Ramos-Becerra's pickup at about 50 miles per hour.
