Philadelphia District Attorney’s Office mental health unit chief Flo Messier, who died last week, was a hard-working advocate for strong mental health support in the city’s criminal justice system, said friends and colleagues.

“She knew the mental health system inside and out, and she really used that knowledge to make a real difference in the lives of those suffering from mental illness,” said criminal defense attorney Kathryn Cacciamani.
