There are 731 million internet users in China, alongside 695.3 million mobile internet users—double the corresponding numbers in the U.S. population. And yet, that only represents 53.2 percent of China’s population, meaning there is certain to be lots of future development in the country.

Until recently, China governed the data all of those users produced through a patchwork of laws, and particularly on the corporate side, through relationships with companies both domestic and foreign. In late 2016, though, the Chinese government decided to codify these ad hoc regulations in a specific law, introducing the first draft of what would become known as the China Cybersecurity Law.
