If a father falls behind on child support payments after assigning his lottery winnings to one entity, can the Texas Office of the Attorney General collect that child support from the stream of payments going toanother entity that later purchased the assignment? On Dec. 1, the 3rd Court of Appeals in Austin will hear arguments in Great-West Life and Annuity Insurance Co. v. Texas Office of the Attorney General Child Support Division regarding the state debt offset for the winner’s delinquent child support.
