Two former Luzerne County judges facing federal racketeering charges have filed a series of pretrial motions charging federal officials with “outrageous government misconduct,” questioning the impartiality of the judge assigned to their case and requesting a change in venue.

Former Judges Michael T. Conahan and Mark A. Ciavarella Jr., who are accused of accepting more than $2.8 million in payments from the builder and former co-owner of two private juvenile detention facilities, petitioned to explore nearly every option open to them in the 44 motions and requests they submitted Monday.
