Governor-elect Andrew M. Cuomo yesterday announced the appointment of nine people to senior staff positions in his upcoming administration, including eight lawyers, several long-time confidants and two veterans of his father Mario M. Cuomo’s terms as the state’s chief executive.

In an appointment that rates as something of a surprise, Steven M. Cohen, a former Southern District prosecutor who now is counselor and chief of staff for Mr. Cuomo in the attorney general’s office, will become the secretary of the governor, the top position in the executive branch after Mr. Cuomo himself. Many Albany watchers had speculated that Mr. Cohen, a former Cooley partner, was planning to return to private practice.
