In June 2011, President Barack Obama nominated Rosemary Marquez to become a federal district court judge in Arizona, a circuit so overwhelmed with immigration and drug trafficking cases that the chief judge there suggests it might be hard to find people willing to take on the job.
Marquez is still waiting for a Senate confirmation hearing, more than 360 days later.
