SACRAMENTO — In 2011 the Legislature sent the State Bar a clear message when it passed a souped-up version of the organization’s annual dues bill: Drop the clubby act, do your work in public and get serious about protecting Californians from rogue lawyers.
And the message seemed to hit home, at first.
