SACRAMENTO — The Alliance of California Judges is circulating a proposed constitutional amendment to legislators that would ask voters in November to democratize the Judicial Council.

The draft language calls for two Supreme Court justices, three appellate court justices and 10 superior court judges to be elected by their peers to the council. The State Bar and the Legislature would continue to appoint lawyer-representatives.
