Two former Pennsylvania judges, who received massive kickbacks for their roles in the Luzerne County “kids-for-cash” scandal, were ordered Wednesday to pay more than $200 million to hundreds of young victims placed in unlawful detention.

U.S. District Judge Christopher C. Conner of the Middle District of Pennsylvania ordered Mark Ciavarella and Michael Conahan to pay $106 million in compensatory damages and $100 million in punitive damages to the youth, who had been detained for minor infractions like stealing a candy bar, jaywalking, or pranking a teacher by hiding her purse, according to the judge’s order filed Tuesday.
