A pair of bills aimed at tackling an “insurance crisis” affecting youth social services providers is making its way through the Pennsylvania General Assembly, with one of the proposed measures imposing a $500,000 limit on damages, raising the hackles of some attorneys. 

At a state House of Representatives Child and Youth Committee hearing, a bill that would prevent providers from taking on liability for harm caused by third parties drew widespread support from child welfare agencies and insurance providers. But attorneys at the hearing spoke out against a second bill proposing a damages cap in cases against youth social services providers, saying the cap would compromise the rights of abused children.
