A three-judge court in Washington, D.C., is the first federal court to rule in favor of the Trump administration in the latest legal battle involving the census, with a pair of Trump-appointed judges finding they cannot hear the lawsuit at this stage.

President Donald Trump earlier this year issued a memo directing undocumented immigrants be excluded from the final population count from this year’s decennial census in determining how many congressional seats each state gets. The move—the administration’s latest affront toward the census—was immediately met by litigation.
