When tragedy struck a fertilizer plant in West, victims and the public were shocked to learn that large quantities of highly volatile ammonium nitrate were stored nearby homes, schools and nursing homes. It was hard to fathom that state and federal authorities left such a thing largely unregulated.

Shock turned to disbelief, however, when news spread that the company storing these chemicals had only $1 million of insurance coverage, and no law required even that relatively modest sum.
