The state House of Representatives has refused to concur in Senate amendments to legislation that would impose an impact fee on natural gas drillers in the Marcellus Shale. The bill now moves to a conference committee of House and Senate leaders aimed at reaching a compromise on the language in the new year. The resulting bill will go back to each chamber for an up-or-down vote — under the rules of the General Assembly, no amendments would be permitted.

House Republican leaders said the fee placed on drillers under the Senate version is too high. And language to strengthen environmental safeguards surrounding the drilling were also too stringent, state Rep. Mike Turzai, R-Allegheny, the GOP House floor leader, said.
