After a collaborative process by developers and community groups to rewrite Philadelphia’s zoning code, City Council is by all accounts expected to pass the measure today.

For local zoning lawyers, that could mean a transition into a less anachronistic, more development-friendly model that could help revitalize stagnant neighborhoods in the city. That of course depends, however, on how the new law is administered.
