The federal judge who is presiding over the civil rights suits filed in the wake of the “kids-for-cash” scandal in Luzerne County has rejected the plaintiffs’ bid to add allegations that a former county commissioner participated in the conspiracy to incarcerate juveniles in return for bribes.

But U.S. District Judge A. Richard Caputo ruled that the plaintiffs may add new allegations that Sandra Brulo, a high-ranking official in the county’s juvenile probation department, played a role in violating the plaintiffs’ civil rights by allegedly altering probation reports or fabricating probation violations to ensure that the plaintiffs were kept in the juvenile facilities longer.
