Two months after being accused of prosecutorial misconduct and “anchoring” its case to the testimony of “despicable characters,” the state’s Judicial Conduct Board responded to former Luzerne County Common Pleas Court Judge Ann H. Lokuta by arguing she had no evidence to support her claims.

The board’s chief counsel, Joseph A. Massa Jr., wrote in a 63-page brief filed with the state Supreme Court Monday that Lokuta had failed to show a connection between the Luzerne County courthouse corruption scandal and her case, failed to show that any conduct by board counsel prejudiced the Court of Judicial Discipline against her and failed to show how her due process rights were violated.
