Among the public, the battle for control of Congress has overshadowed some hard-fought races for governor, attorney general and other state offices. Not for lawyers. In this election, they have poured big campaign contributions into lower-level races, hoping to influence the levers of state government.

State capitals are set to receive an infusion of new blood, whatever the outcome, because so many incumbents chose not to run again, lost in party primaries or ran up against term limits. There are 13 openings for attorneys general, for example, including open spots in large states such as California, Florida and New York.
