A three-judge panel of the U.S. Court of Appeals for the District of Columbia Circuit upheld a trial judge who ordered the state of Louisiana to stop disbursing funds from the $11 million federal program called The Road Home.

That program, established by the U.S. Department of Housing and Urban Development, is intended to assist Gulf Coast residents whose homes were destroyed by hurricanes Katrina and Rita. The Legal Defense Fund has been fighting the program in court since 2008, alleging that the formula used by administrators to calculate payments discriminates against blacks.
