SAN FRANCISCO — City Attorney Dennis Herrera is targeting the explosion of short-term apartment rentals facilitated by websites such as Airbnb and VRBO.com.

Property owners faced the brunt of Herrera’s crackdown on what he deemed illegal hotels Wednesday, but the city’s crusade also could have consequences for the emerging businesses at its periphery.
