SACRAMENTO — Governor Jerry Brown on Thursday unveiled a 2013-14 budget proposal that spares the judicial branch from additional deep cuts that have been the hallmark of recent state spending plans.

The document also scraps a Department of Finance proposal to speed up the draining of $200 million in trial court reserves. Told of the DOF plan last year, Administrative Director of the Courts Steven Jahr and presiding judges around the state had warned that losing the money in one year instead of two could create financial mayhem.
