SAN FRANCISCO — San Francisco Mayor Gavin Newsom released his proposed citywide budget for the upcoming fiscal year on Monday, and the results were predictable cuts across the board to the city’s three legal agencies.

Although the budget won’t become final until at least a month from now, after the board of supervisors weighs in, the mayor’s proposal sets the agenda for those discussions.
