New federal regulations proposed Thursday could drastically change, for the first time in half a century, which workers qualify for overtime wages. Nearly 22 million Americans could be affected by new definitions of white- and blue-collar workers. The Labor Department's regulatory proposals, which are subject to a comment period, require no congressional action and could become official late this year or early next.
