Federal prosecutors have wrapped up a case against the former general counsel of an alleged publicly traded shell company involved in a pump-and-dump securities fraud scheme and two of his co-defendants. 

The ex-GC, Luke Zouvas, who is based in San Diego and has been disbarred in California, said in a brief phone interview Wednesday that he had “retired” from the practice of law and was spending his time surfing.
