Jennifer Weidler Karpchuk

Jennifer W. Karpchuk is a Partner at Holland & Knight in Philadelphia and Chair of the firm's SALT (State and Local Tax) Practice. She represents clients in all aspects of state and local tax compliance and litigation, including challenging audit determinations and real estate assessment decisions, seeking refunds from state and local governments, handling administrative appeals, litigating unresolved disputes in state and local courts, handling post-trial appeals, advising clients on the tax implications of pending and past transactions, and planning for and mitigating tax burdens. Additionally, Ms. Karpchuk assists clients in reducing interest and penalties associated with past due taxes through the use of state and local amnesty, voluntary disclosure programs and administrative appeals.

Ms. Karpchuk is a frequent speaker nationally and has been recognized  as a Best Lawyer in Tax since 2021, and ranked by Chambers USA for 2021 through 2025. She has also been recognized by Super Lawyers since 2016. For 2018 and 2019, she was named a Top Lawyer in Tax by Main Line Today. Ms. Karpchuk publishes numerous books and articles related to tax. She is also co-author of the Pennsylvania Chapter of the American Bar Association’s Property Tax Deskbook.

Ms. Karpchuk has been appointed to a number of leadership roles. She is the most recent past Chair of the Pennsylvania Bar Association’s Tax Section. Additionally, Ms. Karpchuk is the current Chair of the Philadelphia Bar Association’s Tax Section and past Chair of the Section’s State and Local Tax Committee. Ms. Karpchuk also serves as a Vice Chair of the American Bar Association’s State and Local Tax Committee and past Co-Chair of the Committee’s Sales and Use Tax Subcommittee and Miscellaneous Taxes Subcommittee. During 2021, Ms. Karpchuk was appointed by the Mayor of Philadelphia to the city’s Tax Reform Working Group. During 2024, she was appointed to the Philadelphia Tax Reform Commission on behalf of The Chamber of Commerce of Greater Philadelphia.

Ms. Karpchuk is an Adjunct Professor at Villanova University, teaching various state and local tax classes for the University's graduate tax program.

Stewart M. Weintraub

Stewart M. Weintraub is SALT (State and Local Tax) Practice Chair Emeritus at Chamberlain Hrdlicka in Philadelphia, and has practiced SALT law for more than 50 years. He helps clients plan and structure transactions so that all SALT obligations are minimized. He represents clients for all aspects of SALT compliance and litigation, from audits through trials and appeals to the appellate courts. Before entering private practice, Mr. Weintraub was chief of tax litigation for the City of Philadelphia's Law Department, during which he also served as chief counsel of the 1980 Mayor's Tax Reform Commission. During 2003, he was appointed to serve as a member of the Tax Reform Commission created by the Home Rule Charter.

In 2013, the American Bar Association Tax Section elected Mr. Weintraub to the Tax Section Council as one of its Council Directors. His term as Council Director expired during 2016. Mr. Weintraub also served as a member of the Philadelphia Bar Association Tax Section Council where his term expired at the end of 2016. He is a past chair of the American Bar Association's and the Philadelphia Bar Association's respective Tax Section's SALT Committees and is a past Secretary Treasurer of the Philadelphia Bar Association Tax Section. He has been ranked among the Best Lawyers in America since 2005 and for 2014, 2021, 2023 and again for 2024, he was named Lawyer of the Year for Litigation and Controversy – Tax and Tax Law by "Best Lawyers." Mr. Weintraub has been named a Pennsylvania Super Lawyer since 2004. Since 2020, Mr. Weintraub has been rated by Chambers for Tax in Pennsylvania. He is a frequent author of many SALT articles and a frequent speaker at many SALT continuing education programs. During 2018, after 37 years as an Adjunct Professor teaching State and Local Taxes in Temple University's Beasley School of Law's Graduate Tax Program, Mr. Weintraub retired from the Adjunct faculty. During 2014, Mr. Weintraub was the recipient of American Lawyer Media's Lifetime Achievement Award for Professional Excellence and service to the Bar and during 2020 he was named a Pennsylvania Trailblazer by ALM/The Legal Intelligencer.
