Philadelphia Court of Common Pleas Judge Frederica Massiah-Jackson last week tossed claims that Robert Hall, an inmate at State Correctional Institute—Frackville, brought against the owner of a Philadelphia-area pawn shop that sold two guns that were allegedly later used in two murders.
