The Judicial Conference this week is expected to approve broad changes to how federal courts handle complaints of judicial misconduct and disability. The proposed rules would replace the hodgepodge of practices that have developed with a uniform system monitored by the conference's Committee on Judicial Conduct and Disability. The new rules would require chief circuit judges to explain each dismissed complaint to the conduct committee and report certain complaints that have been investigated.
