Sweeping new restrictions on attorney advertising are scheduled to take effect in New York on Nov. 1, after the presiding justices of the state's appellate divisions this week agreed on comprehensive reforms of the disciplinary rules. The "unprecedented" proposals are so expansive and cover so many angles -- from soliciting mass tort clients to using celebrity voice-overs -- that the justices have ordered a 90-day public comment period, ending Sept. 15, before the disciplinary standards take effect.
