A federal appeals panel appeared to struggle Thursday to link a group of rental companies’ use of targeted Facebook ads to discrimination claims made by an apartment-hunter. 

“It’s a little strange; she says she was searching and denied opportunity, but it never involved an affirmative act,” said Fourth Circuit Court of Appeals Judge Paul Niemeyer. “She says she never saw an ad on Facebook.”
