A Virginia church’s attempt to hold services under a zoning ordinance which it argues would require them to violate members’ religious beliefs raised probing questions from an appeals court panel Wednesday.

The dispute stems from the Alive Church of the Nazarene’s attempt to purchase land for a new worship facility in rural Prince William County. After buying about 16 acres in 2018, the church realized it didn’t have the funds to meet the requirements of a special use permit, SUP, required to build the actual church building.
