The Penn Mutual Life Insurance Co. promoted two in-house attorneys to newly created general counsel positions to share the responsibility of overseeing the legal needs of the company and its subsidiaries.

Frank Best, who most recently served as general counsel of insurance operations and corporate secretary, has been promoted to the general counsel of insurance for the Horsham, Pennsylvania-based insurer. According to the Sept. 16 press release, he is responsible for legal matters associated with all Penn Mutual insurance companies and will keep his corporate secretary role with the promotion.
