SAN FRANCISCO – Starr Babcock, the general counsel of the State Bar of California, will retire early next year, ending almost a quarter-century of service at the regulatory agency.

A longtime member of the Bar's senior management, Babcock took over from outgoing GC Marie Moffat in 2010 and faced some immediate challenges. His three-year tenure has spanned a period marked by clashes with Sacramento. It began less than a year after then-Gov. Arnold Schwarzenegger vetoed a bill allowing the Bar to collect its annual dues. And in recent years, Babcock and the Bar faced demands for more transparency from state legislators.
