SAN FRANCISCO — Amid the firestorm over revelations of widespread domestic surveillance and data collection, a federal judge overseeing long-running class actions against the National Security Agency has allowed the cases to move forward on a limited basis.
U.S. District Judge Jeffrey White issued a mixed ruling Monday, saying the Obama administration cannot avoid litigation over its domestic surveillance activities by asserting the case would expose state secrets and jeopardize vital counterterrorism programs.
