California’s Compassionate Use Act of 1996 (CUA) established an exemption from state law sanctions for medical users of marijuan. The Medical Marijuana Program Act (MMP) was adopted in 2003 to address issues not included in the CUA. Among other things, the MMP established a voluntary program for the issuance of identification cards to persons qualified to claim exemptions associated with marijuana use.

The program requires counties to provide, receive, and process applications for such identification cards.
