SACRAMENTO � Andrea Lynn Hoch’s work has shuttled California prisoners to Tennessee, set the table for a massive expansion of Indian gaming and laid the foundation for changing the way the state executes killers. As Gov. Arnold Schwarzenegger’s legal affairs secretary, Hoch is one of the most powerful people in Sacramento. The veteran government lawyer’s counsel shapes today’s most headline-grabbing issues, from prison overcrowding to locating sex offenders. But for all her influence, Hoch may also be one of the least visible figures in the Capitol. Her boss is a politician with movie-star mojo and a long political shadow. When magazine covers cast Schwarzenegger as the green governor, Hoch can be found poring over environmental case law. When the governor insists that every Californian should have health insurance, Hoch and her six-attorney staff have to conquer the complexities of state health and welfare codes.
