Legislators are sinking the credibility of the Violence Against Women Act by anchoring it to restorative justice reforms. At best, this proposal is an empty gesture for the sake of a public relations win.

At worst, it means they actually mean what they say and are planning to act on these reforms. In which case, they’re putting victims of domestic violence (DV) at risk based on the child-like hope that abusers might be made to feel bad about what they’ve done.
