Two California assemblymen on Tuesday took their challenge to Gov. Gavin Newsom’s emergency orders to the court of appeals, where they were grilled by seemingly skeptical justices.
Republicans James Gallagher and Kevin Kiley, lawmakers who are also lawyers appearing pro per, argued Newsom exceeded his emergency authority to temporarily suspend laws during the COVID-19 pandemic and effectively took on the Legislature’s job of drafting new statutes.
