A former juvenile probation officer in Washington County who blew the whistle on an alleged conflict of interest in a supervisor’s encouragement to send youths to a certain juvenile rehab company has lost in his attempt to revive the lawsuit over his termination.

A seven-judge Commonwealth Court panel rejected plaintiff David Scrip’s appeal because his claims were directed against members of the judiciary, who are covered by sovereign immunity. The defendants are Washington County President Judge Debbie O’Dell Seneca, Deputy Court Administrator Thomas Jess, and several court officials in their individual and official capacities.
