State Sen. Guy Reschenthaler, R-Allegheny, says the judiciary needs required training to better identify indigent individuals unable to pay court costs, fines and fees.

Reschenthaler wrote that there is a significant number of Pennsylvanians imprisoned yearly for being unable to pay court costs and fines. Reschenthaler said his legislation would “better equip” the judiciary with the “tools and training needed to better distinguish between individuals willfully refusing to pay fines and costs and those who are simply unable to do so.”
