Trial court erred in converting plaintiffs' motion for a preliminary injunction to forestall enforcement of a mayoral order into a hearing for a permanent injunctive relief over city's objections because three days to prepare city's entire case, without being allowed the benefit of discovery or even responsive pleadings, impermissibly hampered city's ability to present its evidence concerning the balance of the equities. Vacated.

Order of the Pennsylvania Labor Relations Board affirmed.
