Claiming her daughter died because prison staff ignored her fatal heroin withdrawal symptoms, a mother has filed a federal civil rights lawsuit against the Lebanon County Correctional Facility.

Stephanie Moyer, the mother of 18-year-old Victoria Herr, who died in the hospital April 5, 2015, filed the suit on Monday in the U.S. District Court for the Middle District of Pennsylvania. Moyer claimed that her daughter’s death came five days after she collapsed in her cell, and that correctional staff never treated Herr’s detoxification symptoms, which included vomiting and uncontrolled diarrhea.
