After President Obama announced his pick to fill a long-standing vacancy on the U.S. Court of Appeals for the Third Circuit, Sen. Pat Toomey, R-Pennsylvania, ­expressed his dissatisfaction over the ­nomination of a candidate without his consent.

Toomey took issue with the ­credentials of Rebecca Ross Haywood, chief of the appellate division of the Pittsburgh-based U.S. Attorney’s Office, who Obama nominated to fill a vacancy on the appellate bench that has been open since Third Circuit Judge Marjorie Rendell took ­senior status in July 2015.
