It’s been a year since U.S. District Judge Luis Felipe Restrepo of the Eastern District of Pennsylvania was nominated by President Obama to fill an emergency vacancy on the federal appeals bench. But even though he is one step away from Senate confirmation, the process continues to drag on.

Despite having the support of both of his home-state senators and passing a vote during a July 9 Senate Judiciary Committee meeting allowing him to clear the penultimate hurdle to confirmation to the U.S. Court of Appeals for the Third Circuit, Restrepo is in limbo.
