School districts that pay more to teachers who have experience working in Pennsylvania schools compared to out-of-state schools aren’t running afoul of the Constitution, the U.S. Court of Appeals for the Third Circuit has ruled.

The Steel Valley School District’s salary schedule, which compensates teachers for their experience working in other states significantly less than for their experience working in Pennsylvania schools, doesn’t impede the teachers’ right to interstate travel or implicate the Privileges and Immunities Clause in Article IV of the U.S. Constitution, the court said.
