After the county commissioners in Pennsylvania’s third-most populous county cut funding for civil legal aid and other nonprofits out of the concern that funding them as earmarks is illegal, funding has been restored through a new contractual process.

Commissioners Josh Shapiro, a Democrat who is the chairman of the board; Leslie Richards, a Democrat who is the vice chairwoman of the board; and Bruce L. Castor Jr., a Republican, all voted recently to enter two contracts with the Legal Aid of Southeastern Pennsylvania totaling $270,000.
