The embattled Philadelphia Housing Authority has named a lawyer with the “heart of a social worker” as its incoming general counsel, Michael Kelly, the PHA administrative receiver, announced last week.

Kelly said that Barbara Adams, an attorney with an extensive background in affordable housing projects, has the “heart of a social worker.” He said both Adams’ heart and her legal skills will provide ethical leadership to an organization that has come under fire after it came to light that, among other issues, former PHA Executive Director Carl Greene settled sexual harassment lawsuits without informing the PHA’s board, according to court filings. Greene was fired in 2010.
