Williams is the director of legislation and policy for Councilman Curtis Jones Jr. of the Philadelphia City Council. In the summer of 2020, citizens across the country protested and called for police reform in response to the murder of George Floyd at the hands of a then-police officer. In response to the calls for expanded accountability and transparency, Mayor Jim Kenny and city council announced a critical step toward that call for oversight with the announcement of a Citizen Police Oversight Commission. Jones introduced the legislation, but Williams was a major driving force behind the creation of the legislation.

Williams spent months contributing the establishment and creation or the new legislation. In addition, she was also selected to serve on the selection panel for the Citizens Police Oversight Commission. As part of the selection panel, she worked with other criminal justice reformist to select nine members for the initial commission. In selecting the commissioners, Williams and the selection panel evaluated more than 320 applicants, which included judges, lawyers and community activists. The creation and approval of the Citizens Police Oversight Commission is being received as a monumental moment for Philadelphia. People in support of the bill have referred to it as a “watershed moment” for policing in Philadelphia. The bill is expected to boost police accountability and help restoring public trust.
