A state senator is proposing a measure that he says will strengthen the Pennsylvania 529 Tuition Account Program by allowing only tax incentives through contributions to Pennsylvania-based 529 programs.

Sen. Jake Corman, R-Mifflin, said data provided by the state Department of Revenue and Treasury estimated that between 2013 and 2015, over $900 million in contributions went to out-of-state 595 programs. Corman called that, in effect, “subsidizing other states’ programs and reducing the effectiveness of the commonwealth’s own program.”
